In the Incorporated Village of Lake Grove, building permits and certificates of occupancy come from the Village Building Department, not the Town of Brookhaven. The permit and CO file for Lake Grove homes sits at Village Hall, and the village code decides what counts as open, expired, or missing.
TL;DR
- Chapter 65 of the Village Code requires a permit for construction, alterations, demolition, and changes of use, and a CO or certificate of compliance after final inspection.
- A permit is void if work does not substantially start within six months and expires after one year, with up to two one-year extensions.
- Since August 7, 2024, residential permit filings include a copy of the CO or certificate of compliance for every existing structure.
- Renting takes a separate Chapter 127 rental permit, and ownership history affects eligibility.

Why Lake Grove permits run through the village
According to the village's history page, Lake Grove incorporated by a vote of 552 to 332 on September 9, 1968. The village sits within the Town of Brookhaven, and some services still split: the village FAQ sends village tax questions to Village Hall and STAR questions to the Town of Brookhaven Assessor.
Building files follow the village side. Chapter 65 of the Village Code says administration "shall rest with the Building Department of the Village of Lake Grove." The village directory lists the Building Inspector and Code Enforcement at Village Hall.
What needs a permit under Chapter 65
Section 65-4 requires a permit for construction, alteration, removal, or demolition of a structure, and any change of use. No permit is issued until village taxes on the premises are paid in full.
The residential filing requirements, dated August 7, 2024 and posted with the online forms, list a notarized application, stamped plans, a current survey, contractor insurance and license, and a copy of the CO or certificate of compliance for all existing structures. Pool permits and Fire Marshal permits have their own filings.
Certificates and permit timing
Under Section 65-5, a CO or certificate of compliance follows inspection of permitted work. A permit becomes invalid if work is not substantially started within six months and expires one year after issue, with two one-year renewals at half the original fee.
A permit that never reached final inspection is the usual source of an "open permit." Section 65-4 says structures erected without a permit "shall be removed or made to conform," and Section 65-7 says an inspector's oversight does not legalize nonconforming work.
What the village file means at closing
Whoever runs the municipal searches, often the buyer's attorney or title company, asks Village Hall for the permit and CO history, and the Building Department can explain or close an item.
For sellers
A finished basement, deck, pool, or added room can be checked against the village file before a contract. Unpermitted work follows the Chapter 65 path: application, inspection, and a certificate once it conforms. My sellers guide covers listing prep.
For buyers
A future permit for a deck, pool, or addition starts with a copy of the CO or certificate of compliance for every existing structure, so a gap in the file comes up again. My buyers guide covers inspections.
Renting a Lake Grove house
Chapter 127, adopted in December 2022, requires a village rental permit before a dwelling is rented. Under Section 127-2, an owner becomes eligible only after five continuous years of owning and using the house as a primary residence. Code Enforcement inspects, permits last up to one year, and a rental permit does not transfer to a new owner.
How I look at Lake Grove permit questions
Lake Grove is one of the towns I work in. Having passed the home inspector course, I look closely at additions, finished spaces, and newer mechanicals during a walkthrough. Train and daily-life questions are in living in Ronkonkoma. The seller consultation and buyer consultation pages describe how an address-level review works.
